Civil Engineer – Utility‑Scale Solar Projects

About the role

Eastern Power Solutions is looking for an experienced Civil Engineer to join its team in American Samoa. The role will support the planning, design and construction of utility‑scale solar and renewable energy projects, ensuring civil works are delivered safely, on schedule and to the required standards.

Key responsibilities

• Develop civil engineering designs, technical specifications and detailed drawings for infrastructure, foundations and site development using AutoCAD, Civil 3D and related tools.
• Conduct geotechnical investigations, topographic surveys and environmental impact assessments to evaluate site feasibility.
• Oversee day‑to‑day site operations, including earthworks, structural layouts, rebar placement and concrete pouring, ensuring compliance with approved plans.
• Monitor construction activities for adherence to local building codes, zoning regulations and international engineering standards.
• Coordinate material procurement, equipment deployment and supervise on‑site contractors and civil crews.
• Prepare quantity take‑offs, cost estimates and budget forecasts, managing expenditures to avoid overruns.
• Identify design clashes or site hazards early and provide cost‑effective engineering solutions.
• Maintain accurate project logs, inspection reports, as‑built drawings and safety compliance records.

Required profile

• Bachelor’s degree in Civil Engineering or related field.
• Proven experience in civil engineering for utility‑scale solar or renewable energy projects.
• Strong knowledge of local and international construction standards, building codes and environmental regulations.
• Ability to work closely with project managers, multidisciplinary engineering teams and field crews.
• Excellent problem‑solving skills and attention to detail.
